The regulation of car tow owners is designed to protect the public from unlicensed and uninsured operators. Owner applications must include vehicle registrations, insurance certificate of public liability, New York State sales tax authorization, New York State drivers license (applicants must have at least a non CDL C License with a tow truck endorsement), lease agreement from owner or terminal, worker's compensation and disability certificate and one photo of each officer or owner. Fee for first unrestricted tow car is $125 and $75 for each additional tow car. Fee for first restricted tow car is $75 and $50 for each additional tow car.
